Job Description
The Administrative Services Division Director (ASD Director) of the Aging and Long Term Services Department (ALTSD) is the charged with the fiscal management of the agency’s budget and financial operations. The ASD Director is a part of the Executive Staff and serves at the discretion and direction of the Secretary. The ASD Director shall guide and inform on the financial performance of the organization with regard to short-term and long-term operational goals, budgets and forecasts, while also executing the budget in compliance with state and federal laws, regulations, policies, and procedures. The ASD Director manages the financial performance of the organization’s budget and will have the oversight of the procurement, purchasing, audit, HR, IT, and risk mitigation team. Such work entails the preparation and monitoring of the agency’s operational budget, any special, supplemental, deficiency appropriations, IT C2 appropriations, any agency specific BAR language requests, and budget projections. The ASD Director prepares and participates in the annual external audit and legislative budget hearings. The ASD Director is charged with monitoring the monthly budget versus actuals at the PCode/Department level for Division Budget Meetings. This position acts with comprehensive and diverse independent authority and broad latitude to make decisions and take actions that affect all agency staff, participants and vendors. This position will work to establish and implement direction, processes, internal controls, policies and procedures. This position acts in the absence of the Chief Financial Officer (CFO) and will guide the CFO in their day-to-day duties. The ASD Director serves as the State Agency Liaison with other state agencies. The activity and actions taken by the ASD Director has long term statewide application and impact. This position has signatory authority at the Department of Finance and Administration (DFA), the State Personnel Office (SPO) and the General Services Department (GSD), at the direction of the Secretary. Thorough, thoughtful and deliberate actions, the ASD Director will exemplify executive leadership and provide strategic direction utilizing their fiscal management competencies and effective communication skills. Additionally, the ideal candidate must be a dynamic team facilitator to inspire business excellence, while empowering the division staff to execute standard procedures with professionalism and accuracy.
Position Requirements
● Bachelor’s degree in accounting or finance minimum; MBA from top 10 business school preferred
● Chief Financial Officer (CFO) credentials a plus
● CPA Preferred
● Background in Big 4 Public Accounting
● 10 years minimum accounting or finance experience
● Outstanding knowledge and understanding of GAAP, IFRS, SOX compliance and SEC reporting.
● “Hands On” SHARE Experience a plus
● Outstanding communication and presentation skills
● Demonstrated leadership ability, confidence and executive presence – ability to motivate staff
● Excellent analytical, reasoning and problem-solving skills
● Significant experience working with external auditors, internal controls and compliance-related issues
Job Type: Full-time
Salary: $90,000 - $130,000 per year
